Charter of Atlantis

This, the Charter of Atlantis, adopted here on this day – the 21st day of December 2012, shall serve as the formational and governing documents hereto for the foundation and activities of the Celestial Atlantis Treaty Organization as established by this Charter for the express and implied purposes as set forth by this Charter. The Charter of Atlantis shall be considered the highest governing rule of the Celestial Atlantis Treaty Organization.

Section I: Formation

This, the Charter of Atlantis, adopted here on this day – the 21st day of December 2012, shall serve as the formational and governing documents hereto for the foundation and activities of the Celestial Atlantis Treaty Organization as established by this Charter for the express and implied purposes as set forth by this Charter. The Charter of Atlantis shall be considered the highest governing rule of the Celestial Atlantis Treaty Organization.

Section II: Council of Ahtohallan

It shall be adopted on this day the formation of the Council of Ahtohallan to serve as the executive branch of the Celestial Atlantis Treaty Organization. It shall further be adopted that this Council will consist of three separate but equal entities: the Council of Ahtohallan, the Board of Directors, and the Board of Shareholders which shall all, together, constitute the High Council of Ahtohallan.

It is hereby decreed in good faith and sound judgment that on the twenty-first day of December 2012 the  Celestial Fleet of Atlantis shall be ordained to serve as the space exploration institution of the Celestial Atlantis Treaty Organization. The Celestial Fleet shall fall solely under the command of the Celestial Atlantis Treaty Organization for the purposes of seeking out the frontiers of space in the final frontier.

XII.I. Celestial Fleet Command

Celestial Fleet Command shall be established as the administrative branch of the Celestial Fleet of Atlantis. It shall comprise of the Executive High Councilor of the Celestial Atlantis Treaty Organization which will serve with the titular rank of Admiral of the Fleet; Regent High Councilor which will serve with the titular rank of Vice-Admiral of the Fleet; and an elected Rear-Admiral of the Fleet of which the elected Rear Admiral shall be voted upon by the Celestial Fleet of Atlantis’ Officers to serve for a term length of four years before reelection must occur with unlimited term limits.

Celestial Fleet Command Lower Echelon shall consist of a Fleet Admiral, Admiral, Vice Admiral, Rear Admiral, and a Rear Admiral which respectively are positioned as Head of Celestial Fleet Exploration Command, Head of Celestial Fleet Operations, Head of Celestial Fleet Corps. of Engineers, Head of Celestial Fleet Security, and the Head of Celestial Fleet Medical. The Celestial Fleet Command Lower Echelon will be appointed to serve by Celestial Fleet Command.

Section XIII: Public Interest

The Celestial Atlantis Treaty Organization as founded by this Charter is hereby deemed for the public purposes of establishing, governing, and administering Atlantis; establishing and administering scientific havens; and seeking out to cooperatively advance science in all forms and to endeavour to further the interests of resolving critical world issues as deemed by the Celestial Atlantis Treaty Organization.

In the event of the incapacitation of the Executive High Councilor considered to be extraordinary circumstances, it is the duty and responsibility of the Regent High Councilor to call to order a meeting of the High Council of Ahtohallan under this Section for the purposes of being temporarily sworn in as the Executive High Councilor for a minimum of ninety days except whereas provided that the Executive High Councilor may return to duty.

In a catastrophic event, this Charter dictates the Line of Succession sall be:

  • Director of the Assembly of Concorde
  • Director of NortheBridge Dynamics Section Five
  • Director of the Consortium of the Infinity Star
  • Director of the Scientific and Technological Advanced Research Laboratories

  • Director of the Assembly of Concorde

Section IX: International Oversight and Advisory Board

It is duly established that an International Oversight Advisory Board comprised of influential countries on Earth shall be established to provide a representative body for the public interest internationally and shall be considered a board that is part of the Council of Ahtohallan. The Chair Country of the Board shall be the United States of America. Without regards to the rest of this Charter, the International Oversight Advisory Board shall otherwise have complete and unhindeed oversight of the Celestal Atlantis Treaty Organization.

Only one non-voting member fm the Council of Ahtohallan may sit on this boad for the purposes of detailing infomation fom the Council f Atohallan or from the International Oversight Advisory Board to the Council of Ahtohallan. Including the Council epesentitive, there are 7 seats on this Board.

Section XX: Charter Amendments

Following Special Parliamentary Procedures, the Council of Ahtohallan may amend this Charter through a Charter Council Convention. A Call to Order for a Charter Council Convention requires 60% of the Council or the Executive and Regent High Councilors. By nature, no Charter Council Convention can set forth an Amendment that contradicts Article I, II, III, or IV. Should a Charter Council Convention be ordained, the following shall hold true:
